I think you're actually wrong, the perverts who would go in a bathroom will do it anyways, in fact it's more of a thrill when it's illegal, and they're not about to go on hormones etc. so that they can't even get it up when they finally get in there to peep at whatever it is that turns them on.
I have said many times the compromise here is to only allow trans people to change facilities once they're granted a transitional status, which they only would get after a set period of hormone therapy and with letter from their doctor. This would prevent to a great degree people just throwing on a dress and going in the ladies because they feel like it that day. Instead they have to show progress in transition to where they might be attacked using the facility that corresponds to their parts. Like I said no pervert who wants to get their rocks off is going to transition to where they can't get off just to peep.
