There was a thread here earlier today about it. Apparently they're not executive orders, they're "executive actions" which is basically a wish-list of things you want to happen. Executive actions have no actual power.

Unless i blew the terminology, they have the same effect. Obama started doing those instead of executive orders when people were comparing executive order counts to say Obama couldn't get anything passed in the legislature. He said that he had a pen and a phone thing. The media then would sometimes say he wasn't using executive orders as much as people said.
