So each vote for Trump could have been weighted from 1 down to 0.8, and Biden votes from 1.0 to 1.2, giving them a huge margin of fake victory. that's the extremely simplified explanation for it at least. It's possible they overlooked the need to round down the decimal after the multiplier is applied? Hopefully someone can shed a bit more light on this.
