I know that if a mentally incompetent person signs a contract, it is considered void. Does the same go for Executive Orders? (media.patriots.win)

I did see that. It was worse than just the statement considering he simply continued on to sign the thing.

The other thing I noticed was the manner in which he said, “I don’t know what I’m signing here” was more akin to complete dislocation as opposed to having forgotten.

If he had a shred of dignity,,,pfft, listen to me talking nonsense.
