I think he did, because you get more power from being illigally acted against ( 10 D chess). As an example: someone at work plays a prank on you and makes you a laughing stock. So, after much consideration and planning, you strike back with an even nastier prank to completely embarass the person for a long time. The boss is made aware of the whole situation and concludes the revenge is justified and there is no recourse. Trump was 'pranked' and his revenge is understandable.
