This is an old bill which keeps resurfacing. There's no better time than now for them to re-introduce it, so be vigilant. Warren has her own senate version, too.
It's been accurately described as an encyclopedia of gun control. Oh, goodie. 🙄
IMO Another HORRIFIC provision which hasn't gotten any press is that [local] Law Enforcement is to be notified if anyone fails a background check.
Consider that for just a minute. You "fail" your background check for guns OR ammo, which could be the same type of error as we see still occurring on no-fly lists, and your local PD officers show up to seize the rest of your firearms.
in·fringe·ment | \ in-ˈfrinj-mənt
Definition of infringement
1: the act of infringing : VIOLATION
2: an encroachment or trespass on a right or privilege
You will need a background check before buying rope. Then there's a 30-day waiting period. And you're limited to 10 lineal feet of rope. You could not manufacture your own rope. You cannot transfer said rope.
Sounds like infringement to me
That's because you're right. It IS!

Wonderful.
I plead the 5th amendment on this.
HR 5717 is dead.
It was introduced on 1/30/20 and parked in a House subcommittee on 3/10/20, then it expired when the 116th Congress ended on January 3, 2021.
It had been introduced by Hank "Make Guam Seaworthy Again" Johnson.
Of course there's little doubt a similar bill will get introduced at some point in the 117th Congress.
The “representatives” don’t fight this then we might need to fucking take it out on them.

what happened in the 1700s when they taxed the tea? Hmm wonder how well this will go over. how much tax do I have to pay on reloads that I do myself?
Well....how much rope do we have and is it enough? Is there a tax on rope?

It's already a dead bill... Look at the damn date....
