They want dependency on them. They also want a kind of exclusive license on the market or the lions share to advance their industrial base at the same time as gauging out your own.
Strategically there's a lot more to it then potentially being able to turn off the lights.

Having everyone else dependent on your market and the most developed one is a huge advantage broadly. Economically, in terms of development, etc. Being the supplier puts you on top in a lot of ways.
