It's polylactide aka "poly lactic acid" or PLA. I design and 3D print Pepes... and paint them too.
What color filament, and what sorts of paint?
I have an Ender 3 but I've mostly been using it to print firearms, haven't tried any painting yet.
The filament is green, the paints are acrylic. I design them so all the lines are raised - so all I do is sand the top surface then fill in all the spaces that need different color with paint.
