This compressed telephoto image is of the mall. It is quite a distance from the Capitol steps. In fact the reflecting pools are also in between the steps and the mall. Optics are effecting it. Look how close the Lincoln memorial looks to the Washington monument.
Breh... That video you posted is right outside the capitol. If you look at the pic of the flags... whats that in the background? Thats the Washington monument...
My best guess is optics, from far away it helps look like the field is not empty.
Personally I think it looks like something out of 1930's NAZI Germany.
