This money goes right back into the pockets of the politicians. There's a lot of ways this happens. With foreign aid, a family member gets a contract, a foundation gets donations, in some fashion, it is just redistributed.
Also, a corporation that benefits from policy rewards the politician. There is no Democrat/Republican split. At best, it's competing corporate interests. They all do it and Trump was causing problems.
Also, on a related note, the NBA's reaction to support of the Hong Kong protestors was shocking. I realized then how desperately Big Tech, Hollywood, etc. all want a piece of that Chinese market and they are willing to do anything to get it.
Add to that mess, the Chinese routinely bribe officials and they are good at it. And here we are.
