I've proposed one and no one else has promoted it: you let people volunteer to be sterilized and you get free education, a small dwelling you can sell and upgrade or keep, and half a million dollars. You can still adopt, get a job, move, live your life---it's not socialism, they don't / can't take it away...it's true ownership.
And if you want to unsterilize yourself by reversible procedur4e, all you have to do is pay back the costs of the dwelling, education and the 500k. The assumption is that if you're that successful, then your children are going to have a good life

But why would you think the Chinese people are God-fearing?
They are not Christian. They do not have a communal value system rooted in Judeo-Christian ethics. They do not believe in God at all. They have a totally different understanding of "right vs wrong" than us.
Chinese morality is a blend of Confucianism (roughly 80%) and Mahayana Buddhism (roughly 20%). It's complicated, but the basic idea is that a behavior is considered ethically "good" in Chinese culture if it maintains balance between 5 fundamental human relationships: Father-Son, Ruler-Subject, Husband-Wife, Brother-Brother, Friend-Friend.
Obviously there's a lot more to it than that, but the point is that they see the world in a very, very different way than we do.
