Texas is likely in the best position to do this; separate power grid, plenty of resources, etc. Shutting off federal funding to a state like Texas would hurt but not nearly as much as many other states.
Every single 'Sanctuary' state is effectively in a soft-secession and has been for years...let's just add more red states to that list.
Texas has almost no federal land so these regulations don't really affect them to begin with.
