Problem is, none of those money will ever help anyone in central America, it'll disappear in some corrupt scheme. And whatever the hell dems are doing in the middle east doesn't help anyone there either. It'll destabilize the area, causing more terror attacks in Europe.
You can't help a corrupt country with money. You can't help south or central america with money. You help them by setting up trade deals, or offering investment in their industries via loans that have to be paid back. Emphasis on, having to be paid back.
