This is blatantly unconstitutional, only state legislatures have the power to make changes to the voting system. This violates state constitutions. Also, I imagine that much of the bill's provisions could be quickly labelled unconstitutional.

Except it was introduced when the Republicans controlled the Senate, so it died in the Senate. Why wouldn't it pass now?
