Being smart is saying "Africans aren't inherently butchers, but at this point in time there's a deliberately hostile force, coming from Africa, that wants to butcher us. Let's try to keep the butchers out."
We don't necessarily. We don't hate people from Central Africa. However, there is danger there right now. So we do things like give it a Level 4 Travel Advisory and tell people not to go there. Not because it's all bad, but there is a high risk of badness. For the time being.

Why do we have to let any Africans come here in the first place if some of them are trying to butcher us?
Because not all Africans are butchers. To presume they are, that would be racism.
But why do we have to let them come here if there are butchers in the group that we have to try and weed out, with a less than 100% success rate?
