Unless Im mistaken, wasn't that Iran's own money that was seized by the USA in retaliation for the nuclear program? We basically just gave them their own money and we got them to stop their nuclear program.
I think the Obama administration weakly claimed it was Iran's money that had been seized many years earlier for legal reparations owed US victims after the Iranian government takeover of US business' property after the Shah fell. But it was always very vague and never backed up with solid evidence that I'm aware.
I think there's a smorgasbord of things he could be impeached for. Personally I would go with the billions of dollars on pallets to Iran myself.
