IMO he did not do the pardoning because that wouldve been the rope around the neck, letting the establishment push for impeachment so that he could never run again. They probably would have threatened multiple of his supporters left in government in helping with the impeachment because Assange and Snowden have too much intel and influence probs causing violence outbreaks on a whole new level in the US.
