They have other reasons for wanting to shape demographics. For one thing, they're not big fans of white people.
Voting is only part of the larger plan. You destroy nationalism to destroy nations.

It changes the number of representatives in blue states verses red. This leads to a super majority in the house.
There's no guarantee they'll always get away with it everytime. Why not do something advantageous?
