Yeah you cant have it both ways. At the very least the domain has to be registered in someone's name, even if its a collective there still has to be a credit card or some form of payment on file to pay the fees that can be traced to a person or people. WHOIS info shielding isn't going to stop 3 letter orgs if they really want to know who you are.
