It looks like anyone who ever attended a stop the steal protest as well as other “activities conducted by an organization spreading conspiracy theories” so basically Trump supporters who believe the election was unfair and tried to do something about it. which is most. if they participated in the Jan. 6 rally in Washington—or another “Stop the Steal” event—or if they “knowingly engaged in activities conducted by an organization or movement that spreads conspiracy theories and false information about the U.S. government.
I would argue that the entire group of people who worked to highlight the election fraud would be included in the movement whether or not they were affiliated with the actual group organizers. This would include all the data analysts and those who testified in front of state legislatures about all the shady election activities. They’re wanting to attack everyone for wrong think and stop the steal is a very recognisable target. They’ll just use a wide net.
