Well of course dude. If a police truck rams into a bunch of civilians it's always going to be a massive lawsuit against the PD. What jury would defend the driver in this instance?

Apparently, that's not exactly the story. One of the cars doing donuts hit a pedestrian and fled. The cop accelerated in pursuit. Dumbasses should know better than to impede a cop car with the lights on. That's why they have them, it means get the fuck out of the way.
