If he could have, he would have. I truly believe that he realized that the corrupt US military would not back his invoking the Insurrection Act. I also believe that he was threatened if he didn't stop talking about the truth- that the election was stolen- that he and his family would be murdered. There is NO WAY anything will happen now. We are done IMHO.
