I already tried appealing it through the normal process, and it was denied. I tried chatting with the business concierge. Nothing they can do. not really. if his friend is a sysadmin, he can ghost edit the database to make it appear the bans never happened and it'll leave no record he did it (remember the reddit incident). His friend could also have some hidden scripts that unban him at regular intervals that would take them years to find and stop.

Sample scenario: there are 1,000 reviewers, they get assigned suspect material at random, and they also get assigned review requests at random. Your 7 unbans today and however more he's going to fix up would be highly unlikely to all be assigned to him at random.
There would probably be a record of the review request being assigned to someone else and your buddy stepping in and doing his own manual review.
Even if FB don't care about this particular situation they must have some controls over what staff do, e.g. they don't want admins trying to blackmail someone by locking them out or planting porn, or looking up contact details for people's ex's etc.
