Remember how long it took to get Brexit "done" and remember that the only reason they floated the idea of leaving the EU was to design a referendum that would enable them to easily win and forever dismiss the notion. Only that failed, so plan B was to stall Brexit out to an almost meaningless conclusion with very few of the original terms met and with added caveats to keep us tied to the EU.
