I'm trying to find the source, but I've spoken with GWOT vets that were involved in special forces/intelligence and they maintain that there are air assets that can scan for devices/cell phones in an area or id specific devices, even ones with battery removed similar to RFID.

Taking out the battery doesn't necessarily work.

That article says the phones that were tracked were "powered down", not that their batteries had been pulled.

I have worked for most of the big networks, I am well aware of how it works.
they still need a warrant to trawl though the databases, they have some NS exceptions for 'live' tapping/tracking.
