OP is wrong in many ways. 1.) Most governement and non-gov institutions have been under sustained attack for generations by the marxists. Which is why DJT needed people around him who could go in and clean up the institutions and remove the marxism (and corruption). This wasn't done in most depts & agencies. From DOJ/FIB, to DoD Contracts, DHS contracts; and some was just in these last 5 months like 1776 Commission and CRT Ban, etc. The solution is to clean out the marxism. Be it the Methodist Church, NFL, Disney, Local Schools, Catholic Church, Universities, Boy Scouts, gov agencies, etc.
2.) In America, by design, "we" don't vote for POTUS/VP; Electors do. And State Legislatures control the whole Elector thing.
3.) In America, and today; voting, particularly for these local & State Offices has the power to "fix" this; and it's also how to train-up NEW candiates to replace the bad apples. Voting "matters" in most (all of America) places that the DNC doesn't have full corruption of (eg their DEM corrupt big city political machines, which have also taken over some states like CA.)
4.) Realize the Dems have been using their "Watergate Playbook" the entire time on DJT since 2015; just as they used it on Nixon. This is how they unconstitutional took down a landslide winning re-election Republican POTUS. All this "all government is corrupt, your voting doesn't matter" is the EXACT same b.s. in that playbook. It's intentionally designed as part of the Dems/Commies next steps of the playbook. Don't drink their koolaid, don't spread their koolaid.
5.) The reason these issues are framed by the Dems this way, is it puts the anger and focus on "the system" (which the Dems intentionally broke, including the Courts. See Ashwander Rules). And to deflect/mask take the focus and anger away from the Dems cheatings/steal/corruptions.

There was no coordination required. All that had to happen was for enough events to cut the right way. The Dominioncrats had to implement an incredibly bold strategy of fraud that was well known. Trump had been saying it all year. They would pack the vote with fake mail in that they'd find in the middle of the night. It was so obvious. But that was only part of the process.
The second half was every Republican who hated Trump (and there are an awful lot of them) had to use their power to prevent any kind of action from being taken, that includes judges (all the way up to the Supreme Court), State Legislators, Secretaries of State, Governors, County BOE members... so many Republicans who used their position to prevent the state from officially doing a damn thing about the most obvious voter fraud the world has ever seen.

So if we take your absurd question and reduce it down to an actual question ("Would Trump have won if fewer actual people voted for biden?") then yes I answered your question by highlighting that both political parties worked together to make the steal possible and had fewer people voted for biden, it would have been only a slightly larger steal.
