He did actually try to bring lawsuits before the election, about the illegal laws they were creating out of thin air, and they were thrown out because "no damage had been done." Then after the election, it was too late, should have done it before.
He can't force other people to do their jobs. You can certainly argue that he should fired more people, and just left the positions unfilled if they refuse to let him hire the people he wanted. But a lot of positions had to go through Congress and McConnell would only allow certain people to have those positions. The issue is, people were slow-walking things, or just outright not doing them. He can declassify something, but if the people who have that info refuse to release it, he can't hold them at gunpoint to do it. Even the military was actually lying to him - the Commander in Chief - about troop numbers because they didn't want to follow orders. He was basically working alone, especially toward the end, with the entire swamp against him and just looking for any excuse to 25th or impeach him. He isn't perfect, and there are things he could have done differently, but I still maintain that he tried his best within the law. Unfortunately, we've been asleep for so long we didn't notice the swamp had taken over the judiciary branch as well as Congress and a number of state governments.
