This is the answer. Code is easy enough to change and the elections are over. Unless voting machines were seized in the polling places there's no guarantee that the code wasn't changed already.
Here’s a question, if they did change the code, isn’t there a way to see it was changed? I mean if all of them did a code change on the same day at the same time but only in the counties that are in question, and none of the other machines that would show intent.
IF they wanted it to know themselves, yes. If they wanted to hide it from other people, no. There are some ways to detect if code was changed, but there are steps you can take to erase those too. Like investigating a murder, they could check for finger prints, DNA, security footage, etc, but if the murderer thought of those things they could pre-emptively counter them doing things like wearing gloves.
The only real hope would be If they were dumb enough to use third party tools or code which may have their own logs that could point to changes likely being made.

I'm sure there are ways to change code without it leaving a trace... and I doubt anyone is keeping around a before and after snapshot to compare.
