Laws were broken. This is undeniable fact. Fraud doesn’t even need to be proven. The laws of the legislatures were ignored. However, where opportunity and motive exists it’s not unreasonable to suspect fraud. This is saying nothing of the actual evidence that exists, which I think definitely rises to a reasonable degree of suspicion.
