they did that on purpose so as to make it seem like his report cleared them when in fact it didn't because his investigation barely even scratched the fucking paint layer on the surface of what all actually went down and most of the malfeasance wasn't carried out under the people/departments that he was specifically investigating.
He did not have the ability to dig or follow leads....
So as far as I'm aware he did not stab us in the back and was simply trying to work within the confines of his scope and the law...
