You use the term "interpreted", as in we don't have absolute facts on this topic so we have to draw a conclusion based on what we do know (or think we know).

If I had to bet, I'd say this is a bad thing, but we don't know for sure. It's more likely, based on everything we've witnessed, that this is just another DS ratf*ck, but it is still possible that it is not.
