To be fair - for businesses the last round of stimulus includes a second PPP package. If he chooses to sign up for it, it would be worth substantially more than the $1,400. Up to about $21k for an individually run business, higher with employees. But if he doesn't know about that program, then he "gets what he deserves" as the saying goes.

Well, what you qualify for in the loan is based on prior year payroll expenses capped at $100,000/employee. So you'd have to prove what your payroll was. If you have a business and paid yourself over 100k, or had profits over that amount if not taking a salary, then you'd be eligible for $100,000 / 12 months * 2.5 months = $20,833.33. That's a simple scenario.
