This headline is a bit misleading, unless I'm not understanding the article correctly. From what I read, they were not counted in 2020. I think this is to prevent them from EVER counting.

What was an injunctive relief (specific to Nov 3rd 2020 election) is now "permanent". But the article and PILF Jan 25th announcement are kind of shit in explaining that.
