Just a worthless narrative. Scotus determined a couple of decades agao that term limits require a CONSTITUTIONAL AMENDMENT

uhhh... that's what he's proposing, doof. Exactly that. A Constitutional Amendment. I mean FFS I put it in the title. :) Not that I think it has a chance at all to pass whatsoever, but I'm just the messenger.
