They’re taking advantage of the national archives not having deemed that the comments section of the YouTube channel of the White House are protected or must be archived. It’s dumb and irrelevant but it’s how they are rationalizing it.
The decision was made because his twitter feed was a public forum and as a public figure he was not allowed to discriminate. Shutting comments off entirely just means that the youtube channel isn't a public forum at all.
