It seems to me, when looking at history through a broad enough scope, that white countries have wound up building a middle-class that was wealthy and independent enough to challenge the elites control. In most brown countries, for a myriad of reasons, that status quo hasn't changed. The creation and weaponization of the "white guilt" concept is something pushed by elites to break the middle-class in those white countries and go back to giving elites dominance of society.
