Send in the Beast Rabban to get people riled up (Biden and his pile of executive orders that he didn’t even seem to know the contents of) and then when people are mad enough, he steps down and Feyd/Harris takes over, with slightly less crazy ideas.

After Rabban/Biden, Feyd/Harris is played up in the media as the reasonable one who just wants to “unite” the country, while being more sly about oppressing red states.
