The same shit was happening to me this morning with FIOS. I had to turn on my VPN to get the website to load without a warning. The funny thing is it comes up over Verizon 4G without issues.
The communities.win websites seem to be working fine, so it could just be an issue with transferring from the old URL, but with the recent conservative purge, it's way too hard to give them the benefit of the doubt (especially with the fact that Verizon owned Huffpost until three months ago).

many ISP have banned well known Torrent Sites on their DNS.
using 3rd party secure and privacy conscious DNS hosts are the best.
