The only way I can see to even try beating it would be getting as many right-wing/fair people you know to count outside the cities, and have them withhold the results until the big cities have reported.

Push the edge of the envelope and make them prove they aren't cheating....they know they are so if the final vote count has 425% voter participation they won't care because they would rather look at a ridiculous result than have you examine how they got to that point.
