Not paying tax is as easy as zeroing out your income. There's several ways to do that.

Then there's fucking up the GAO's quarterly funding. Just going to HR and changing your deductions to ZERO, puts a huge hurt on that. After a year as a contractor, your only hit is a middling penalty for paying anually instead of quarterly. And it's small. Very small. Like 100-200 dollars for 100k of income.

You're still paying taxes, but the budgets for the feds would be screwed. If the idea caught on, you'd see chaos on the federal level.

And that's just a couple of ideas.
