How does content violate law: In July of 2019 the 2nd U.S. Circuit Court of Appeals ruled that "by preventing critics from accessing his feed, the president is barring them from participating in what the judges deemed a public forum." Since this channel is the official White House channel, and is used "to conduct official business and to interact with the public", it cannot have it's comment section turned off. This is a US government content provider . By blocking comments, they/YouTube are violating first amendment rights.
I foresee that if they turn comments back on, rather than have "The White House" remove comments, YT will do it and claim a violation of terms. Then they can continue to prop up the regime without violating the 1st Amendment, not that they give a Schiff's ass about the law or freedom.
Gotta hit them where it hurts, don't even go to YT. The way I see it, if it's worth watching, it's already on an alternative, or soon will be.

The point is to educate the normies that only watch YouTube. If they read the comments and it talks about how dangerous the policies are or that Xiden stolen the election literally over and over again they will start to get redpilled.

That’s a great fallacy, where on any other video sharing platform can I find motor breakdowns?, gardening tips?, new for 2021 CNC machines coming to market? If you political then don’t use YouTube, but if your seeking knowledge about problems others have encounterEd with about anything, all other platforms are seriously lacking. I can’t even find science channels on other platforms.
