Once a President or Vice President, or really any elected government official, is out of office they can then be referred to as their normal title and then name OR former - title - name. Both are correct
And yet when you address President Obama he is still President Obama and not former President Obama.... Same as it has always been for President Bush or President Carter or President Clinton

the only thing even slightly strange is that normally in that context you would use the former tag, but it is still absolutely normal to address them as President in all cases and as a former in some. That's what happens after you earn that title... Doesn't mean you were a good President, it just means you were a President.
It's a standard practice for all former POTUS. He isn't going to be POTUS again. Unfortunally he will be fighting legal battles until he is in a wheelchair. The District Of Columbia is going to charged him once he comes back for the trail in the Senate.

That's normal. How many times have you heard the news mention President Obama post-Trump's-inauguration, for example?
All past Presidents keep the "President" title.
Another example: Mayor Giuliani kept his Mayor title because that is the highest title he attained.
