The government only owns resources if they've been denied to the people.

For example, the government can only sell the oil beneath my land if they first refuse to grant me mineral rights.

Basically, anything "owned" by government must have been stolen. Even when governments directly buy stuff, they do it with stolen money.

You don't have to have a farm to own land. If the land had mineral resources, it would be valuable, despite the desertification. By stealing the mineral rights, the government itself makes the land relatively valueless.

How about we make a deal? I'll steal a bunch of the shit you own. I'll sell it. I'll keep most of the money, but I'll kick back enough so you don't starve. Deal? Oh wait, I forgot. I'm a dictator. You don't get a choice. Welcome to Libya!

Jesus. It could work just as it does here in the US. I used to own some land that a natural gas company paid me to set up a rig and suck out the gas. It paid well.

I didn't have to do it myself, fool.
