I have some experience with this. A lot actually.

Yes, the Owner can stop whatever construction they want whenever they want for whatever reason they want. What they have to do is pay the Contractor some reasonable fee to compensate them for materials purchased and lost revenue (we call it a "termination of convenience").

This headline makes me very upset as it does you, but unfortunately he definitely can do this.

The demo contracts are going to come out soon and that is where PEACEFUL citizen activism will be needed to make everything utter hell for any construction company that shows up to start taking down wall.
