The United States will still exist when Texas becomes its own country again. There won't be any land ceded over to anyone. Private lands will still owned by private owners and public lands will still owned by the Texas public.
The United States has bilateral trade, commerce, military agreements with hundreds of nations, so it can reasonably establish similar treaties with the country of Texas. Hell, Texas could even use the U.S. dollar as its currency. Other nations have already done that.
All of the heavy lifting has already been accomplished for this to happen. Texans simply need the opportunity to put it to a vote to settle the matter.
If Texas wants to exercise its sovereignty, why don't they focus on keeping out invaders from California or do something serious to prevent another 10% of South and Central America from passing through their borders? A quick look at the demographic trends along the Texas/Mexico border makes it seem to me like Texas has more immediate issues to focus on.
