You may be required to release user information to federal authorities, if not already. The way you implement this is to make a statement on the website that you do not release information to Federal Authorities. If later you are required by law to provide that information, you can then remove the statement. These privacy canaries are done this way to alert users because by law you will not be allowed to notify us if you are required to release user data, but you can update your website user agreement and such.
