She and her husband had both worked on the Biden campaign previously and Jill had done babysitting and spent a lot of time with Biden while she was still married to her first husband. Ample reason to claim infidelity but not pedophilia. He groped kids though so we’re covered on that front.

Is there a source claiming she was underage?
That says she was 23 when the husband first became suspicious.
That doesn't mean she was 23 when she started babysitting for the Bidens (and carrying on in Joe's bedroom).
People don't generally start their babysitting career in their early to mid twenties.
