2 independents caucus with the Dems. So it is essentially a 50-50 tie. Tie breaker is the VP.
schumer and McConnell are operating under a power sharing arrangement from years ago, schumer is the majority leader, but McConnell can bring forward legislation and half of committees are chaired by the gop. (All iirc)
