Its a charge of misconduct made against the holder of a public office and its a charge against that person's integrity.
They can have impeachment proceedings on President's that are out of office.
There were other President's in US history who had impeachment proceedings done on them after they left office.

Not that I support this kangaroo court bullshit, but an impeachment is just an indictment of the sitting President by the House acting as a grand jury. The trial, in the Senate, could reasonably take place after exiting office, like for example if you committed a crime on the last day, and then evidence would be gathered and presented.

Yes, you would hope it is because of misconduct or crimes that have occurred but impeachment is not about charging one with a crime. It’s about how one is unworthy to hold a certain office. You can’t be removed from an office that you don’t hold.

Clarification: He WAS impeached by the house while in office - done deal. The trial in the senate is a separate event to determine guilt.
