The French surrendered like beta bitches in 1940. No more than 10% of the French were resistance members prior to June 1944. They were more than happy to live under Vichy French Petain and Nazi Germany Hitler. In the Battle of France in 1940 most of the French military and French govt loved Hitler and intentionally placed their tanks in far northern France and southwestern Belgium to help the Germans easily walk right in through the Ardennes Forest. Petain the old beloved French general happily signed the surrender documents and ordered the military to stand down.
